The Importer Security Filing (ISF) program is a mandatory requirement enforced by the US Customs and Border Protection (CBP) for all ocean shipments arriving in the United States. It aims to enhance the security of the global supply chain and facilitate risk assessment. When cargo is transshipped through foreign ports, the ISF program recognizes this and provides specific guidelines for importers to follow. The initial ISF filing is required to be submitted no later than 24 hours before the cargo is loaded on the vessel. However, if the cargo is transshipped, the ISF filing should be submitted as soon as the importer becomes aware of the transshipment. Importers must amend the ISF if they become aware of a transshipment to avoid penalties or complications. A new bond specifically for the transshipped cargo is required to ensure full coverage during its journey. The bond coverage and liability also extend to the foreign ports where the transshipment occurs. Importers have the responsibility to communicate with carriers and authorized agents and provide accurate and timely information. The US Customs and Border Protection closely monitors the transshipment process to maintain the integrity of the global supply chain.
