1 Timothy 2:1–4 and Rom 13:1-7 show us how we should pray for and submit ourselves to earthly government which has been granted the power of the sword by God. Matthew 16:13–20 shows us how God has granted the power of the keys to the church. These are two different powers and should not be mixed.
