Let’s clarify what we mean by ‘gotaways.’ These are individuals who have crossed the U.S. border illegally without being caught by Border Patrol or ICE. Unlike other migrants who are apprehended or turn themselves in to seek asylum, gotaways avoid detection altogether, and that makes them a ghost threat moving through our country.
