Biker (a motorcycle rider) says cop is harassing him, pulled over for nothing. But is this the case?

I'm doing commentary over somebody else's commentary that got the story wrong. You can always get the straight truth from my channel.

Biker clearly had violations, but claims cop had no reason to pull over and was harassing him. Wath my video, tell me if the biker is correct or wrong.
