If Iran strikes Israel, all out war is almost guaranteed. If it doesn't, it accepts the new norm that Israel can and does execute anyone, anywhere, anytime. No one is safe, and Israel will capitalise on the newly gained powers. The choice faced by Teheran is avoiding war at the cost of the personal safety of its leadership, or seeking war but risking the end of the nation if the worst comes to pass.
