We need gender segregation again. Restore that and all of this goes away. Which is precisely why women, despite ostensibly hating this treatment, will oppose it. It would rob them of these pretexts to impose their will (the real objective). If there are no men present to offend her she can't make demands of them as penance. Again, the perpetual taking of offense (all leftists) is merely a pretext to impose their will on others. You offended me, so you must do this, change this, etc., in order to not offend me. This is the reason leftists take offense at all things traditional and non-Marxist. It's the reason women constantly get offended/mad in relationships. It grants them a pretext to impose their will on the man.

This guy never should have apologized in the first place. Why?
Because immodestly dressed women (virtually all women in gyms) are not victims. You don't wave a cookie in front of someone's face, and then take offense when they take a whiff or say that looks good. Furthermore, he was right to rescind his apology. Which rather than accepting she used as YET ANOTHER pretext to impose her will on him.

Gender segregation must return. Men need to understand women in male spaces, results in the destruction of male spaces, and that they seek admittance to said spaces purely for that purpose. Women need to be made to sign a form acknowledging that by going to this gym, they accept that men will look at and talk to them, and that wearing any kind of form fitting or provocative clothing constitutes implicit consent to "staring" and salacious comments.
