Musk pointed out how it is “literally impossible” to prove fraud if no ID is required.

“So, it enables large-scale fraud and no way to prove it,” Musk said.

“So, yeah, the purpose of no voter ID is obviously to conduct fraud in elections. Obviously. There can be no other explanation.”
