Could Government Be Manipulating Weather Intentionally To Get To Lithium Reserves?

For unknown reasons, FEMA is intentionally blocking those who want to assist victims of Hurricane Helen. My assumption is that they want to hide their own incompetence, but there could be something more nefarious behind it.
