EARLY VOTING DECEPTIVE PRACTICES

Joe (Stalin) says, It does not matter who votes, what matters is who counts the votes. So.... if you "absentee vote", who counts your ballot's votes, if the Election Precinct identified on the Official Ballot does not match the precinct on the Official Ballot Return envelope??
