Who is Vem Miller? Did he really want to assassinate Pres. Trump?

A lot of this does not add up for me... If this guy was going to try and take out Pres. Trump, why did you wait till now? Why was he not federally charged? Why did they only charge him with weapons possession and not the passports or the "homemade license plate"?
