Mask Mandate Vs Headscarf Mandate

Orders require masks to be worn in hospitals, skilled nursing facilities, and other healthcare facilities are coming back to the Bay area of Calif. Alameda, Contra Costa, Santa Clara, San Mateo, and Napa counties have reinstated the mask requirements. The mandates become effective Nov. 1 and will continue through the end of March or April 2025.

When the mask mandate is only applicable to certain part of the country, certain group of people by law with possibly punishable confinements, what does it tell you about the government?
