Prosecutor Joe Kinser:
Joe, his wife Chassidy, and their daughter Kara live in Martinsburg, West Virginia. Originally from Wheeling, West Virginia, Joe is a graduate of Marshall University and the West Virginia University College of Law. After law school, Joe received a public interest grant and moved to the Eastern Panhandle of West Virginia to begin his legal career as a public defender, primarily in Morgan County.

Joe has worked as an Assistant Prosecuting Attorney in Berkeley County for the last nine years and currently holds the title of the Senior Assistant Prosecuting Attorney. As a prosecutor, Joe has investigated and successfully prosecuted some of the most difficult cases in Berkeley County, including several murders, sexual assaults, and crimes against children. Joe also recently created the cold case division within the Prosecutor's Office, which has led to three additional murder convictions for older, previously unsolved cases.

In May of 2024, Joe won a contested primary election for the office of Berkeley County Prosecuting Attorney. He does not have an opponent in the general election and will assume the office of the Berkeley County Prosecutor in January of 2025.
