Free teleport over to Skylight Observatory fly down Nesting Grounds check your map for the icon of a present package. If don't see it go to Elon Musk NPC and then travel down that road.

Possibility might be for level 50 only know that the event dungeon is level 50 only. I don't agree with it I just report it. Idk if below 50 can use candy corn for anything??? New to event myself. Know it is the only way to activate the Halloween Dungeon.
