FEMA CAMP in my Backyard

They have been developing this property for over 2 years not 2 MONTHS.....why does this property that is currently being occupied by FEMA belong ( deeded ) to a UKRAINIAN millionaire? Why did this Ukrainian buy this junk land 2 years ago for 1.1 Million bucks? Where did he get this much money to purchase and develop this land and why does this development that has been taking place for the past 2 years now all of sudden fit neatly into a FEMA CAMP?
