First the military comes up with the plan CONOP 8888 and it's leaked to the public. The CDC, not to be outdone, while still saying they deny the presence of zombies as a real threat release a Zombie Preparedness campaign. Moments after they announce it their server crashes due to a flood of people looking up information. Clearly the zombie pandemic is being taken more seriously by the people than it is the government.
