Const. 3:1.5 prt1 of The Northwest Ordinance

The Northwest Ordinance is a document that was an act of Congress as we gained the States of Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin. This Ordinance gives the state's free will to act as their own governance once the Congress of the 13 colonies selected the officers for the appointed offices. The rest of elections for representatives of the population is up for population polar vote.
