The liquid in the bottles permanently creates an "excess weight on the outside" on the downward rotation, while it tends to keep its weight on the inside on the upward side. I think that this will also stop rotating at some point, as friction always takes a little energy.

It is an impressive construction that does not require magnets or frequencies to generate energy.
