Russia not much different than small town America.

When the buyers say they don't have any money, it's not taken as a scam but an opportunity to be understanding. The driver gives the kids $20 bucks for free, no doubt to their ability to meet the customers halfway. It's common in Russia to see people selling hand-made goods, fresh picked or home-pickled foods on the side of a highway. Which is usually much tastier than store produce. And there's no police around the corner controlling people's small enterprises, unlike in most Western states these days.
