The confirmation comes from the Senate. Mitch McConnell is gone, he has been republican leader in the Senate for 18 years. We have created a political environment where the seat gets passed on, the royal order. The senate, the body, hates Donald Trump. Mitch has said he will hand the office to John Thune. Rick Scott has made the commitment to get all Trump's appointments through the process. Cornyn and Thune will not, they are both anti-Trump.
The senate sees their role as pushing back against Trump. Will all 53 Senators be on board with the confirmations. This is why WI, MI, NV, and AZ senate seats had to be altered.
