Under what authority in our Constitution does Congress (the legislative branch) have the right to determine who can serve in the executive branch???

And vice versa.

President Trump can support an individual for, let’s say, Speaker of the House, but he cannot dictate who the Speaker will be and he cannot veto the selection of the House members.
