If a narcissist does utter the words "I'm sorry", they absolutely do not mean it. It is strictly a game them, and they will most certainly continue their behavior. A narcissist thinks if they let enough time pass, you will forget and forgive all of the disrespectful things they did. And in their eyes, that is as good as a verbal apology.
