Japan.Fukushima Prefecture presenting only the low points. Whose instructions?

Fukushima Prefecture does not show the monitoring post values for the area where the evacuation was lifted (7 years after the lifting of the evacuation) Cherno and Germany do not show the monitoring post values for areas above 0.3 (µSv/h), which is a no-go zone except for those concerned, but only shows the lower areas. Whose instructions?
