Mad Max: Armory Upgrade

Returning to Jeet stronghold to complete the Ashes to Ashes mission. This enables the ability to fully make ammo that can be replenished upon entry to any stronghold.
While making my way back, I encountered a vehicle with a cog icon over the car. I tried to pursue in hopes of disabling the vehicle but to no avail.
This car, after further investigation, is a car worth 500 scraps if returned to a stronghold successfully or 50 scraps if destroyed while fighting. I on the other hand was unable to secure the vehicle.
