Fauci, Cheney, Schiff...to receive mass pre-emptive Pardons

Why exactly would Fauci, who hasn't formally been criminally charged with a federal crime, need a pardon?

Legalising crime is the name of the game. After Joe Biden's son, Hunter Biden received multiple pardons including for money laundering by siphoning of money from Burisma to shell companies including Rosemont Seneca Partners... It seems other criminal activities will go unpunished by a President that never even had an electoral mandate to begin with.
