Chapter One: The Old Country
The journey begins in Sicily during World War II, with Vito Scaletta narrating his early life. Born into poverty, Vito’s family emigrates to Empire Bay in search of a better future. However, life in America is harsh, and as a young boy, Vito falls into petty crime alongside his best friend, Joe Barbaro. When a robbery goes wrong, Vito is caught and given an ultimatum: jail time or enlistment. Choosing the latter, Vito finds himself on the front lines of the war in Sicily.

In a pivotal mission, Vito’s squad liberates a village from fascist control, but not without assistance from an unlikely source—the Sicilian Mafia. Led by Don Calò, the mob negotiates a ceasefire with the fascist forces, emphasizing their power and influence even amid war. This encounter marks Vito’s first glimpse into the world of organized crime and its far-reaching control. The chapter sets the stage for Vito’s return to Empire Bay, where the lessons of war and survival will shape his choices.

Chapter Two: Home Sweet Home
In 1945, Vito returns to a snow-covered Empire Bay on temporary leave. Reuniting with Joe Barbaro, he quickly learns that his family is struggling. His mother, Maria Scaletta, and sister, Francesca Scaletta, are burdened with a $2,000 debt left behind by his late father, Alberto Scaletta. Determined to help, Vito seeks out work, initially trying his hand at legitimate labor. Joe secures Vito a job with Derek Pappalardo, a dock foreman with mob connections, but the grueling manual work and low wages push Vito to explore faster options.

Vito’s first steps into the criminal world come when he aids Derek’s enforcer, Steve Coyne, in shaking down a dock worker. This act of intimidation earns Vito quick cash and proves to him that the life of crime offers far greater rewards than honest labor. The chapter paints a vivid picture of post-war America, where economic hardship and moral compromise go hand in hand.

Chapter Three: Enemy of the State
Vito delves deeper into the criminal underworld as Joe connects him with Henry Tomasino, a mid-level mobster. Henry offers Vito a high-stakes job: infiltrating a federal building to steal ration stamps. The heist is fraught with danger, requiring stealth and precision as Vito disables alarms, evades guards, and secures the loot.

After successfully completing the job, Vito’s troubles are far from over. With only a limited time to sell the stolen stamps before they expire, Vito must race against the clock, navigating Empire Bay’s black market and avoiding suspicion from federal agents. The high-risk nature of the job introduces Vito to the harsh realities of mob life, where success comes at the cost of constant danger. By the end of this chapter, Vito’s ties to the Mafia are firmly established, pulling him deeper into a world where the stakes are only getting higher.
