Who is Really Controlling the Chinese Military?

The recent downfall of Admiral Miao Hua, the head of the PLA’s human resources and the highest-ranking officer responsible for ensuring loyalty, has cast doubt on Xi Jinping’s grip over the Chinese military. Some argue that Miao’s removal signals Xi’s loss of power to Zhang Youxia, Vice Chairman of the Central Military Commission (CMC). Others believe Xi remains firmly in control. And yet, there’s a third possibility to consider.
