Blowtorch Arsonist Suspect Update: No probable cause

The guy caught by locals with a blowtorch trying to set fires around houses in LA found to get "no probable cause" with fires, then ended up with a "felony probation violation". He, however, was then found not a "homeless man" as claimed just to be, but also happened to be an "illegal immigrant.
