Mission 28: Auto Theft
Lincoln meets Gina Kowalski, a sharp and determined car thief eager to prove herself in a male-dominated world. Gina reveals that Jack "Junior" Holland controls the auto theft racket in Tickfaw Harbor and explains that dismantling his operations will disrupt his ability to pay kickbacks to Frank Pagani. Lincoln sets out to sabotage Holland’s key operations, destabilizing the racket and setting the stage for Pagani’s downfall.

Mission 29: Smuggling
At Port Bourbon, Lincoln meets Pablo Duarte, who provides critical intel about Frank Pagani’s smuggling operation and Pops Holland's role in it. Pablo explains that Pops runs the Holland Bros. Shipping & Freight yard, which handles contraband from Havana. With River Row under Lincoln’s control, Pagani has shifted to air drops to keep his operation afloat. Lincoln targets these supply chains to weaken the smuggling network and draw Pagani out.

Mission 30: Kill Frank Pagani: Setup
Lincoln and John Donovan listen in on a call between Frank Pagani and Tommy Marcano, learning that Pagani plans to leave town on the Tanager before flying back to New Bordeaux. Donovan devises a plan to track him by planting a device on his car, a De’Leo Traviata, aboard the ship. Lincoln infiltrates the Port Bourbon shipyard and successfully plants the tracker, setting the trap for Pagani’s return.

Mission 31: Kill Frank Pagani: Takedown
After dismantling the rackets in Tickfaw Harbor, Lincoln is informed by Donovan that Pagani has returned. Tracking him to Pagani's Fine Motors, Lincoln prepares for a confrontation, but Pagani makes a desperate escape in his car. Lincoln gives chase, eventually stopping him. During their final encounter, Pagani reveals Sal Marcano’s true motives behind the Federal Reserve heist: to steal money plates and fund a counterfeiting operation. However, the plan faltered due to Sal’s lack of expertise, leading him to enlist Zarraga and his nephew Alvarez, a skilled counterfeiter, to fix the operation.
