Metrolinx completes multi-use trailway and Paton underpass - however it remains blocked off

It's been completed for months long after the railway line was elevated. Why hasn't the trailway and paton underpass been opened to the public? Something doesn't seem right. I guess I/we need to take this up with the member of council and parliament to get this finally opened for all to use.
