Federal Disaster Relief Is Inequitable.

Why does federal FEMA assistance depend upon a "declaration" or scale? If you are the only family in the neighborhood to lose your home, how is it any less of an emergency than if your neighbors lose their homes? Isn't an individual family just as forsaken as 100 or 1000 or 10,000 families? What a bizarre policy from DC. Help everybody or help nobody. Equal protection under the Constitution!
