JMO but I thought the Detective was perfectly reasonable to refer it to litigator since there's a lawsuit

But Goodman looks like he's right about the coverup, if the dead mugshot was real why wouldn't they just show the data and prove Goodman wrong? There could be some other detail they don't want to accidently divulge like they did with the poorly-redacted PRR they sent him earlier. So there could hypothetically be other reasons to deny the PRR, that don't directly have to do with the photo being real or fake, there could be a second coverup.
