Agent 47, or his fellow snipers Knight and Stone, have travelled to Perm-14, a privately-owned prison adjacent to the Siberian Tundra, where they have been contracted to eliminate Vitaly Reznikov, the prison's corrupt warden, and Roman Khabko, a notorious mobster with deep political ties.

Despite being incarcerated, Khabko has continued to run his criminal enterprise, thanks to a mutual partnership with Reznikov. Recently however, Reznikov has come under investigation by the United Nations for human rights violations within the prison. Looking to escape, he has agreed to release Khabko from the prison, in exchange for a hefty bribe.

The snipers must eliminate Reznikov and Khabko, as well as Reznikov's mercenary death squad, the Siberian Tigers. Finally, they must find a way to instigate a riot within the prison, to cover the assassinations.
