**Ingredients:**
- **For the Puri:**
- 1½ cups semolina (sooji)
- 3 tablespoons all-purpose flour (maida)
- ½ teaspoon salt
- ½ cup water (or as needed)
- Oil for frying
- **For the Spicy Water (Pani):**
- 1 cup tamarind pulp
- 1 cup lukewarm water
- 1 cup mint leaves
- 1 cup fresh coriander leaves
- 8-10 green chilies
- 5-6 garlic cloves
- ½ cup water
- 1 tablespoon lemon juice
- 1 tablespoon roasted gram (chanay)
- ¼ teaspoon salt (or to taste)
- 1 teaspoon chaat masala
- ½ teaspoon black salt
- 1 teaspoon cumin seeds
- **For the Sweet Chutney:**
- 2 Kashmiri red chilies
- 1½ cups lukewarm water (or as needed)
- 1½ cups desi sugar (or jaggery)
- 1¼ cups water
- 3 tablespoons tamarind pulp
- 1½ teaspoons ginger powder
- ¼ teaspoon salt (or to taste)
- 1 teaspoon roasted and crushed cumin seeds
- 1½ teaspoons crushed fennel seeds (saunf)
- 1½ teaspoons cornflour
- 1 tablespoon water
- **For the Filling:**
- 3 medium boiled potatoes, mashed with salt
- 1½ cups boiled chickpeas (chanay), mashed with salt
- 1 teaspoon chaat masala
- 1 teaspoon crushed red chili
- 1 tablespoon chopped fresh coriander
**Instructions:**
1. **Prepare the Spicy Water (Pani):**
- Soak tamarind in lukewarm water for 15-20 minutes, then strain.
- Blend mint leaves, fresh coriander, green chilies, garlic, tamarind pulp, water, lemon juice, roasted gram, salt, chaat masala, black salt, and cumin seeds until smooth.
- Adjust seasoning to taste and refrigerate until chilled.
2. **Prepare the Sweet Chutney:**
- Soak Kashmiri red chilies in lukewarm water for 15-20 minutes, then blend into a paste.
- In a saucepan, combine sugar, water, tamarind pulp, ginger powder, salt, roasted cumin seeds, fennel seeds, and cornflour mixed with water.
- Cook over medium heat until it thickens to a syrupy consistency.
- Allow to cool and refrigerate.
3. **Prepare the Filling:**
- Mix mashed potatoes, mashed chickpeas, chaat masala, crushed red chili, and chopped coriander.
4. **Prepare the Puri:**
- Combine semolina, all-purpose flour, and salt. Gradually add water to form a stiff dough.
- Divide into small portions, roll into balls, and flatten into thin discs.
- Heat oil in a frying pan and fry the puris until golden and crisp. Drain on paper towels.
5. **Assemble the Pani Puri:**
- Carefully make a hole in the center of each puri.
- Fill with the prepared filling.
- Serve immediately with chilled spicy water and sweet chutney.
