JFK Created the ACDA (not DIA) to Demilitarize the CIA after Bay of Pigs

Groubert means the Arms Control and Disarmament Agency ACDA, not DIA. Kennedy also wrote National Security Action Memoranda (no. 55 and 57) giving JCOS the ability to militarize during Cold War and making Bay of Pigs type ops the DoD's domain, CIA in support role ONLY. Clinton ended it in 1999, giving their functions to the State Dept so probably right back to the CIA.
The DIA started under Eisenhower. I read somewhere they're supposed to keep the CIA in check.
So this was another, lesser-known reason for wanting to off JFK.
