Apple - Technical capability notice

Is data privacy at risk in the UK?
Is the government getting it right or getting it wrong with regards to the newest reported proposals of issuing a technical capabilities notice to Apple - which will spell the end of end to end encryption
And is any of this a big deal or more of a storm in a teacup
