Daniel 4:14
(Tanakh) – [4:17 in Western translations]

This sentence is decreed by the Watchers;
This verdict is commanded by the Holy Ones
So that all creatures may know
That the Most High is sovereign over the realm of man,
And He gives it to whom He wishes
And He may set over it even the lowest of men.’

This is a spiritual language that is translated in lots of ways.
In general, this speaks of heavenly protocols, describing the culture of heaven and how it is to be negotiated.
The word translated as “watchers” in Hebrew is “ir” the “I” is a “y” sound and almost sounds like “year.” There is really not a good English translation of this word.
Some sages say “wakeful ones” or awakening, awakened, and other interesting English words.
But the word isn’t intended to be simply translated or simply understood.
This word and its base word tell a story of standing in the darkness and keeping watch, all senses accurately aware.
