Cabbage Patch Kids

I recently learned about the vacant neighborhoods placed on island with no inhabitants. The theory is that they used them to raise families after a reset and replace the population. I had also heard about the Cabbage Patch Kids which sounds more like a science fiction movie, but man, the lines between non-fiction and fiction are getting really difficult to define.
