The CIA was formed in London in 1940 by the British General Staff as a branch of the Secret Intelligence service of England which was established by the Bank of England which has UNLIMITED FUNDS$. It was simply a PRIVATE INTELLIGENCE AGENCY for the Bank of England just like the FBI is a private intelligence agency for the US Federal Reserve.
