Secretary of State Marco Rubio has announced the cancellation of 83% of USAID programs, totaling 5,200 contracts, following a six-week review. These programs, which spent tens of billions of dollars, were deemed not to serve or even to harm U.S. national interests. Approximately 1,000 programs remain, now to be managed by the State Department for more effective oversight, as part of what Rubio describes as a 'historic reform'.
