Roe finds Elmer Todd Initials-Dig on 7:30 Mystery & Magic Bullet Custody Docs, NARA-NIST Replication

Steve Roe (and Fred Litwin) claims to have debunked Jim DiEugenio and Oliver Stone's chain of custody critique:

He found the initial on the NIST reconstructed photos, then someone else found it on John Hunt's 2006 NARA photo.
However, it was NOT seen there in the 90s by multiple investigators who examined the bullet itself, nor before than by the House Select CMTE on Assassinations, who exmained the bullet and documented the other sigs. And if you compare the beginning of this with the other sigs in the video, you'll see all 3 of the other are on NARA's bullet cannister, but Todd's is NOT.
I think someone scratched that in in the 90's or early 2000's.
But why does Frazier's (impossible) receipt time of the magic bullet to FBI lab custody, match SS agent Johnson's self-dated letter, if Johnson was turning it over to Chief Rowley? No one seems to have noticed that Johnson didn't sign or initial the form. Is it a forgery? If so it'd be a route the false bullet could have entered the chain of custody on.
O.P. Wright had the bullet before Johnson and he says the FBI lab bullet (Frazier, after Todd) is a different bullet.
