The Louisiana Constitution—One Change at a Time

Attorney William Most explains how the Louisiana Constitution requires that amendments be presented one change at a time, giving voters the power to approve or reject specific proposals rather than being forced to accept multiple, unrelated changes in one vote.
But Amendment 2 doesn’t follow this rule. Instead, it combines numerous changes, potentially leaving voters to approve parts they dislike just to support aspects they agree with. Is that fair?
