Luke 17:2
"It would be better for him if a millstone were hung around his neck and he were thrown into the sea, than that he should cause one of these little ones to stumble.

The term "stumbling blocks" is a reference to "hindrances." It is mentioned along with those who commit lawlessness.

Matt. 13:41-42 “The Son of Man will send forth His angels, and they will gather out of His kingdom all stumbling blocks, and those who commit lawlessness, 42and will cast them into the furnace of fire; in that place there shall be weeping and gnashing of teeth.

Matt. 16:23 But He turned and said to Peter, “Get behind Me, Satan! You are a stumbling block to Me; for you are not setting your mind on God’s interests, but man’s.”

The "stumbling blocks" are things that others do to attempt to cause people to commit lawlessness.

1 Peter 2:7-8 This precious value, then, is for you who believe. But for those who disbelieve, “THE STONE WHICH THE BUILDERS REJECTED, THIS BECAME THE VERY CORNER stone,” 8and, “A STONE OF STUMBLING AND A ROCK OF OFFENSE”;for they stumble because they are disobedient to the word, and to this doom they were also appointed.

1 John 2:10-11 The one who loves his brother abides in the light and there is no cause for stumbling in him. 11But the one who hates his brother is in the darkness and walks in the darkness, and does not know where he is going because the darkness has blinded his eyes.
