If you just search "USAID, ZunZuneo," and the word "covert" or "covert action," you’ll see how USAID, when this scandal broke, everyone was asking: what the hell? How did this happen? This is classic CIA work.
They were using bank accounts in the Cayman Islands, saying it was meant for aid in Pakistan. This has clear implications for U.S. foreign policy. If this is discovered, this is exactly why we assign the CIA to do these types of things.
