Biden Pre-Emptive Pardons are an Admission of Guilt! Pt.1

Wouldn't it be nice to get pardoned for crimes you have not been charged with yet? Is it legal? Is it Constitutional? What precedent does this set? Do you think that pre-emptive pardons imply guilt?
