On March 27, 2025, the National Transportation Safety Board Chair Jennifer Homendy and other officials testified on a preliminary report regarding the January 2025 collision between an Army helicopter and American Airlines jet near Reagan National Airport that killed 67 people.

Ms. Homendy testified that there were over 15,000 incidents between October 2021 and December 2024 in which commercial aircraft almost collided with helicopters at the airport. In order to mitigate this "intolerable risk," she said the NTSB recommended new safety measures regarding traffic between helicopter routes and the airport's runways.

While flying an aircraft in the U.S., pilots must be equipped with an "ADS-B Out" system (with it turned ON) to fly in most controlled airspace. Any airspace that requires the use of a Transponder, described in 14 CFR 91.215, also requires aircraft to be equipped with a Version 2 "ADS-B Out" system.

ADS-B Out is a surveillance technology that broadcasts an aircraft's GPS location, altitude, and speed to air traffic controllers and other aircraft, enabling more precise tracking than traditional radar systems.

From 2021 until the mid-air collision over Potomac River on January 29, 2025, there was a huge spike in near misses around the D.C. airport region. (into the thousands, with 85 being within 200 feet.)

Investigators have revealed that the UH-60 Black Hawk helicopter that collided with American Airlines Flight 5342 over the Potomac River was flying with its automatic dependent surveillance-broadcast (ADS-B) system turned OFF.

While military aircraft can disable ADS-B for security reasons, Senator Ted Cruz said there was "no compelling national security reason" for it to be off during that training mission.

The military operates 100% under F#AA authority, which is under the authority of the Department of Transportation (DOT), which was under the authority of #PeteButtigieg (aka Mayor Pete), who is now running for Senator.
