Dr. Marcus dissected "coalition of the willing"

In this episode of CGTN America's The Heat, Dr. Marcus Papadopoulos asserted that the most important thing is that America and Russia are talking with each other. After all, as Dr. Marcus added, America and Russia are the two nuclear superpowers and possess, between themselves, approximately 90 per cent of the world's nuclear weapons. Dr. Marcus then dissected the term "coalition of the willing", describing it as typical language of British officialdom; namely, grand-sounding with no practical meaning. Dr. Marcus then proceeded to ask who exactly is "willing"?
