There are two key scenarios where an ISF is typically required for used electronics: when imported by a non-vessel operating common carrier (NVOCC) or ocean carrier, the responsibility lies with the carrier; and when an importer acts as the carrier or uses a freight forwarder, the responsibility falls on the importer or their appointed agent. Failure to comply with ISF requirements can result in penalties and cargo non-release by CBP. The ISF filing must include detailed information about the importer, consignee, seller, buyer, ship-to party, manufacturer, country of origin, and an accurate description of the used electronics.
