Any and All 'public works' are meant to be funded by State Consolidated Revenues and to a great extent, still are despite what 'council' says; 'Council' is meant to manage the 'grants' handed to them by State Revenue, not to take total control of Our Communities while extorting monies from Land Property owners and Local Business operators.

In 1974 and 1988 Australians voted in referendums that asked if we would like to approve the creation of Local Government.
