I was denied a public boat slip because I will not register my boat.

But let's break this down:

I bought a boat from Scott and paid cash.

I move to Florida.

Why should I pay the state of Florida what was to be $4800 every year for a space that was paid for by tax payer money????

I will pay the rent, but it's unlawful for them to deny me the space due to no registration.

I would have taken them to a suit at common law had I remained in Florida.
