How to show love to another

Romans chapter 13:8-10 Does love mean catering to the cries of someone in need or in pain? Or is it showing them how to recover from their fall? Which is better, give a man a dollar or teach him how to make a dollar?
Give a man a fish and you will feed him and his family for the rest of your life. Teach a man how to fish and he will feed himself and his family for the rest of his life.
